ECW's last pay per view event, Guilty As Charged, took place on January 7, 2001. Most fans agree that the best match that night is the I Quit match between CW Anderson and Tommy Dreamer. At the 7:15 mark of the above video (found on this YT channel) you will see the barbed wire (razor wire) come into play during the match.
On Reddit there was a recap author who reviewed, in his own words, pro wrestling insider newsletters during that era. There is an interesting tidbit about this match from the January 15, 2001 newsletter recap - one week after the company's final PPV event.
Second, here’s what Tommy Dreamer said about the razor wire used in his match with CW Anderson.
Tommy Dreamer: Actually, that razor wire, we got it from a car dealership. And it’s all, like, circled on top of a fence. We had gotten that, we had sent some of the ring crew out to find razor wire on a Sunday at about 5:00 at night and they cut it off of a fence somewhere in Manhattan. We actually stole something and used it as a prop, and it’s dirty, filthy razor wire and we used it in the match.
