Did @steemchiller really vote for the sock puppets and get excluded from Hive airdrop?

on Steem, it says that @steemchiller was excluded from the airdrop. In this list it says that this happened because he voted for the sock puppets. I don't know, seems weird to me being that he contributed so much to the community. Any input on this, people?
