Myth of fuel efficiency and less emissions
It is actually decreased beyond 10%. Till 7–10%, it increases octane number.
Government itself admitted 6% decrease in efficiency; people say it's 20%.
So you need more fuel to cover the same distance.

Emissions are released from sugarcane farming, corn farming (from where corn is imported).

Engine and carburettor damage (mainly to rubber parts and metal parts, as ethanol absorbs moisture from air — ) affects 90% of vehicles; incompatible with E20.

It's not about helping farmers either. They're importing corn to make ethanol and say ethanol is more expensive than raw petrol.
(Then why do it? Just tax 10% of fuel and give it to farmers via a fund/subsidy.)
Absolute insanity.

Wastage of water
Literally a tons of water is used to start fermentation of sugarcane — they do it in open fields.

TL;DR
If there's no benefit to farmers, no benefit to customers (harms them), no benefit to the environment (harms env)...
Why TF are they doing it?

Only 2 possible reasons — both possible:

Western WEF environmental illness

Politicians earning a millions through selling their own sugarcane to make ethanol

For this, the government deserves to be toppled. Pure insanity.
Opposition politicians are also most likely benefitting a lot through their farms — they will not raise the matter seriously.

"Why are they doing it?"

A mix of:

Energy security PR → Reduce oil imports (India spends a lot on crude). Even if ethanol is more expensive, it’s domestically sourced, so reduces foreign exchange outflow.

Lobbying by sugar and agro-industry → India’s sugar mills and political class are tightly linked. Ethanol blending gives them guaranteed buyers for surplus cane.

Global green signalling → To show commitment to “green fuels” (partly WEF/Paris Agreement optics, partly to attract green finance).
