Cloudflare is a reverse proxy and CDN. TO use it for security. Basically, when you access TO, it first goes through the CF servers to check you're lagit, then if you're good, it connects you to the TO origin server. However, that connection isn't happening atm, which means there's most likely something critically wrong with TO servers.

From what I understand, there's been no communication from TO, which indicates something is seriously wrong with them from a business point of view, such as an legal issue or if I'm being more cynical, it could be an exit scam. However, based on their last messages with us, where they were concerned about scams, that doesn't sound like something they'd do.
Another good example of why you should never keep your money in an exchange - and why personal wallets need to have better UI, be easier to use and be more welcoming for the general public, so they are more likely to keep funds locally and offline. If i was running such exchange i would run dedicated box in my own basement, rather than use external hosting company. I guess it's something run by someone in their spare time, and there has been some major life event that is either preventing fixing the issue or has gotten him/her distracted from monitoring it
Could be just something like an SSL certificate expiring.
