Heated terraces vs lighted up commercial zone at night?

I am too a little shocked by the idea to not warm anymore outdoor terraces...

Okay not over 12C or something like this... or higher...

but compared to all those stupid lights at night, specially closed commercial areas... I mean some places are just lightning (light pollution) the sky for what?

safety? put infrared lights and get the terrorists hiding on the hypermarket parking :)

I mean... there are others ways to make a better and more efficient use of energy but to always reduce quality of life...

and yeah... and empty office floors... I mean, there is no one, but still light at night? Even the desktop computers working? so stupid...

but the terraces... please... if you want not those with carbon energy... but those electric... a minimum...

as we say in russia, if the russians females must be stoped from showering in winter, the situation will get tense... we say tense, we mean, many will have to die, outside of russia, rest assured... and putin or not.
