Wouldn't it be more urgent to prepare control devices for local government heads and local councils?

President Lee Jae-myung said on the 12th, "We will accelerate the expansion of decentralization of local finances and the relocation of public institutions to local regions."

President Lee held the 9th Central Local Cooperation Conference at the Presidential Office in Yongsan earlier in the day and promised, "The central and local governments should be stronger and equal partners for cooperation in order to improve the metropolitan area's unipolar system and for the whole country to enjoy opportunities for development evenly."
This is the first central and local cooperation meeting since the inauguration of the Lee Jae-myung administration, attended by the president's office, government officials, and city and provincial governors across the country.
President Lee pointed out, "Compared to the role and function of local governments, there is still a lack of authority and finances, and as a result, there is a critical evaluation that only the pattern is local autonomy."
"Our government is clarifying the principle of local priority and local preferential treatment so that the region is the center of growth," he said. "We provided thicker support in the 2026 budget as the distance from the metropolitan area increases, and greatly expanded the size of comprehensive subsidies."
"We have nearly tripled the local autonomous account budget for local special accounts from 3.8 trillion won to 10.6 trillion won," he said, adding, "I think local fiscal autonomy will be greatly expanded."
President Lee said, "I ordered each ministry to use the expression 'local government' instead of 'local government,' adding, "The role and responsibility of local governments as partners who are delegated authority from sovereigns and should be responsible for the lives of the people are heavy."
"Local governments should promote policies that substantially change the lives of residents based on their expanded authority," he said. "Let's work together for sustainable growth led by state affairs and provinces that focus on the lives of the people."

I understand the President's intention,
but approaching this purely with good intentions could potentially lead to even greater problems.
Even now, there are more than a few dysfunctional local governments and councils,
and many individuals lack the necessary competence.
If power is delegated without proper safeguards to prevent abuse,
there is concern that the harm may outweigh the benefits.
It would be preferable to strengthen authority and responsibilities
while simultaneously reorganizing administrative districts and establishing effective oversight mechanisms.
